Primary contracting management position responsible for the sourcing and contracting of various products and services that are out of scope relative to the GPO contracts. Directs, monitors and manages a variety of contract portfolios with specialization in identifying, leading and supporting numerous category spend unrelated to the Commercial contracting and GPOS. Sets overall strategy and direction related to an extensive portfolio of non-contracted spend; manages process and actively participates in negotiation and awarding of agreements.
Assesses non-contracted opportunities working with affiliates, physicians and departments to assure all specifications, preferences and requirements are met. Communicates and recommends to various department representatives regarding alternative products and processes to achieve cost effective contracting models.
Responds to user inquiries, researches and resolves problems in accordance with departmental procedures. Interacts with Mission Procurement Contracting staff and Product Specialists to identify opportunities for fixed pricing arrangements; new contracting opportunities; and assures stakeholders are notified of all opportunities.
Prepares contract documentation for Contract Specialists to enter contracts into the SAP contract module; works with the Contract Administrator and staff to assure all contracts are loaded into the Contract Management System. Interacts with vendors/manufacturers assuring pricing is loaded, effective, and active in vendor managed systems. Assist users in obtaining products for evaluation purposes and answers customer inquiries timely and effectively. Conducts timely sourcing activities and works closely with the Data Analysts in Ecommerce to obtain timely and accurate contracting data. Interacts frequently with the Purchasing Operations Manager to assure contracting data is accurate and complete.
Negotiates contracts encompassing non-stock, non-GPO, and non-Commercial product categories with the goal of lowering total cost of acquisition within assigned commodity categories. Analyze vendor responses to requests for proposals and produce summaries for presentation to stakeholders internal to JHHS. Develop weighted criteria for evaluations; identify leaders, negotiate best practice and terms/financial aspects of the process; prepare final analysis for stakeholders and senior administration; develop contract implementation timelines and plans; present final outcomes and cost/process reduction reports for contract term cost savings opportunities. Ability to produce financial reports and discern information (reports) from the SAP system to assure additional products bid and placed under contract and does not interfere with committed GPO contracts. Coordinates documentation, and assures all financial, department needs, and safety compliance is achieved through the analysis and follow-up.
Conducts benchmarking analysis relative to the Johns Hopkins Institutions ((JHI) -The Johns Hopkins Health System, The Johns Hopkins University and The Johns Hopkins University Applied Physics Lab) procurement opportunities when appropriate.. Consolidates related purchases negotiating with manufacturers, vendors, partners, GPO's etc., to assure best value for JHI.

May spend extended periods of time working at computer station. Recurring local travel to affiliate sites is required. May spend time in clinical settings to observe equipment and operations. Work may require the ability to stand, walk or sit for extended periods of time. Work may require the use of protective safety devices including, but not limited to, safety glasses, gloves, hearing protection, infection prevention clothing/apparatus, back belt. Work requires full attention to detail. Work requires visual acuity.
